We support state, municipal and federal government projects. Our purpose is to develop partnerships between public and private agents in the natural and urban parks sector. Our work is always aimed at promoting projects that enable the implementation of high-quality services to the population while being attractive to investors.

We specialize in park endeavors, and we also have a knowledge production division that gives us a one of a kind perspective on the challenges and solutions specific to the sector. Offering this unique point of view, we support the public sector in order to guarantee the quality of the projects. Part of our work is also to engage with potential investors and assist in the leverage of resources or in the hiring of consultants for the project's development.
Semeia does not receive public funds of any kind. Our work is entirely donated to governments.

The state parks of Vila Velha, Guartelá, and Monge are included in the initiative led by the State Government of Paraná, which seeks to stimulate sustainable tourism, biodiversity conservation, and regional development. Semeia provided strategic support to the government team for launching the expression of interest procedure, also contributing to the construction of an institutional dialogue with the private sector potentially interested in the partnerships.

Rio de Janeiro
The initiative of the State Government of Rio de Janeiro aims to develop studies and analyses for the implementation of the Public-Private Partnership of the State Park of Ilha Grande with the objective of improving the experience of visitation for the different types of users of the park, maximizing conservation of biodiversity and social and cultural aspects associated with the Island. Semeia provided technical support for the selection and follow-up of the consultancy firms responsible for the preparation of the expression of interest procedure and helped with the dissemination of the project to establish an institutional dialogue with potential private partners. The Institute's assistance also enabled, for the first time, the use of environmental compensation resources for the hiring of consultants who developed the studies necessary for structuring the project.

Improve the infrastructure for visitation and ensure the conservation of environmental, cultural, historical, and archaeological values. This is the proposal of the Government of the State of Minas Gerais in the project of the Peter Lund Grottoes Route, which includes the Sumidouro State Park, the Natural Monument of the Monte do Mato Cave and the Peter Lund Natural Monument. As part of this initiative, Semeia developed studies for the structuring of public-private partnership (PPP) and executed a roadshow for potential project investors.
City of São Paulo
The revitalization and modernization of the management of 14 municipal parks, including Ibirapuera and Parque do Carmo, are the objectives of the project led by São Paulo City Hall . Semeia contributed with strategic support to the Municipal Department for Privatization and Partnerships, sharing good practices related to the various stages of the structuring of the park partnerships project. The institute also helped disseminate the initiative and establish an institutional dialogue with potential partners. This initiative marks the development of the first Expression of Interest procedure, which incorporates recent advances in the Civil Society Regulatory Framework (Marco Regulatório da Sociedade Civil, MROSC), resulting in a public-private partnership agreement covering not only business sector partners but civil society organizations as well.
State of São Paulo
The São Paulo State Government's project aims to offer better parks to the population, optimizing public spending and bringing innovations in park management. It includes the state parks of Alberto Löfgren, Campos do Jordão, and Cantareira, as well as the Capivari Park, the Claudio Santoro Auditorium, and that of the Felícia Leirner Museum. Semeia's collaboration includes the development of demand studies and the technical support to the government team with the preparation of the notices for the concession of the parks, as well as the promotion of the project with private actors.

With the objective of modernizing the city's parks management, offering more beautiful, pleasant, better equipped and conserved spaces, the Municipal Government of Porto Alegre seeks to expand and improve the legal instruments of the municipality to encourage private participation, whether or not for profit, in the administration of the city parks. Semeia contributed by assisting the modernization of legislation, qualifying the partnership processes, as well as sharing best practices in the management of urban parks.
