Legal Models Applied to Urban Park Management

Semeia partnered with the Center for Research in Law and Economy of FGV Direito-Rio (FGV School of Law) and produced this study which presents an analysis on the possible models and those currently used in Brazilian urban parks management. The objective is subsidizing municipal managers with information on different management possibilities and urban parks’ financing. Different non-profit partnership models were studied in four Brazilian cases: Burle Marx Park, Do Povo Park, and Lina Raia Park (in São Paulo city), and Moinhos de Vento Park, in Porto Alegre. The following dimensions were assessed: applicable legislation, existing partnership terms, adopted model, and management cost. In addition, the study synthesizes the elements that the municipal public manager should consider when making decisions about partnerships.
